Great answers! You could also try a visual aide like raisins or M&M's, making piles of them to illustrate the concept. (3 piles of 3 = 9, 5 piles of 10 = 50) shows multiplication is easier than counting each time. Then you get to EAT the goodies.

The 9 times tables are really easy... everyone knows the trick you do on your hands right?
Hold both hands up, all 10 fingers showing.
Let's say that you want to solve 9 X 4 = ?
From all 10 fingers, drop the 4th one from the left (always drop from left to right) and there you have your answer... 36
See... the dropped down finger seperates the two digits of the answer... 3 and 6 together is 36. It works up to 10 and it is a fun way to at least learn the 9's but it doesn't work with any other number so...
Good luck! Multiplication is a sucky thing to have to commit to memory for a kid... It just takes time, practice and dedication... nothing else! Math munchers is a good computer game that teaches math through fun... it's okay.

Do children still do the Times table
you know 2 x3 is, 2 x 4 is 8 etc?
there is also some cheap computer games that help in maths,
maybe even try by example, give them 2 grains of rice, if he had three times as much how many would they have, careful that they dont guess.
Maybe site down and write out the whole table 1 x1 thru 12 X 12

Make it fun! Sit down with him and explain useing candy like lifesavers...then when he gets it right give him one for a treat. Learning is always easier when it is fun or interesting. You can even practice in the car by having him figure how many cars are in front of you times how many are in the back...whatever. As long as you help him practice, he will get it.

yeah start with zero's; zero times anything equals zero; one times anything equals that number; two doubles it; three triples it, four quadruples it, so on and so fourth, ten is really easy, just add a zero on, and nines are really easy too, do the hand trick hold up your hands with all ten fingers and put down whichever finger you are trying to multiply by say nine times six, put down your right thumb and you have five on the other hand and four on the other one and you get 54, its easy, good luck

The old fashioned way is best: Have students MEMORIZE their times tables from zero through ten. That will help them immensely.
