The U.S Department of Energy & the U.S Environmental Protection Agency are the ones that, control/police/&review, what #'s are published by manufacturers for fuel consumption.

I can't speak for India, though.

HUH tell the customer to drive slower
As for a worst put the car in park turn on thre AC and let it idle until it runs out of gas Milage per tank Zero miles thats the worst :)
