Your question is one that requires a rather lengthy answer so I will just tell a little of my experiences with gifted children and give some Canadian references that I hope will cover the rest of the answer!
I taught a gifted and talented class of children ranging in ages from 10 to 13 about 15 years ago. Our community had six schools which 'fed' children into the programme.They were integrated with their peers for four days in their home schools and one day of the week were bussed to my school for the gifted programme. Of the class, only one child was actually gifted--having an IQ of 140+. The rest of the children were certainly talented and high-achieving--most of them have gone on to university--medicine, law, etc. These children were inquisitive and needed challenge. They could easily become frustrated with others who were not so endowed with talent or giftedness. A variety of activities were sought so that all of them could find satisfaction in the programme. Unfortunately, because of declining population in our area, the programme was discontinued the following year.
Working on a theme unit on the arts (just one of six that were done over the two years), they visited a local art centre and dabbled in printmaking. An afternoon was spent on movement with drama. A costumer from a local drama group brought in some of her work and the children dressed up and performed impromptu skits. After being instructed on the ins-and-outs of video taping, they were challenged to produce a video of their own. To finish off the year they went to a larger city where they toured a TV station, a radio station, and a live theatre.

STILL too broad of a question -- gifted and talented covers many different situations and talents -- some may be gifted artistically, some musically, some in the Technical Fields, and some may be in the Languages (just for a few examples). Their talents can manifest visually, orally, through creativity (most are very creative in their areas of talent), or a combination of sources.
A lot of this is running in family histories -- and there is a strong genetic predisposition for those identified as gifted/talented in the schools to have parents who are also gifted/talented, and their children will carry that trait as well.
Start your work in understanding Gifted/Talented with Howard Gardner's "Theory of Multiple Intelligences" -- for this study and work of his forms the basis of the Gifted/Talented Programs in the Educational Environmental at this time.
