Preparation of the surface is the most important. Scrape or sand all loose paint and use a de-greaser to remove grease and oil, which will cause the paint not to stick. Prime it first with a good metal primer and then apply a rust-inhibitor paint. Talk to the people at a good paint store, they are very helpful.

best thing to do is get a phone book and for an autobody supply store in your area. I do not recommend going to NAPA -their business is parts - paint is secondary. I'm talking about the places that sell paint to body shops. they will be able to give you the correct products and advice needed to do the job right.

If you are talking about the bumpers and they are plastic you will need what's known as "flex-paint" because regular paint will crack, flake and peel off of them. The best place to go to get answers would be the nearest NAPA store.
