These bitches in this Elite Four version are second hardest next to the Diamond/Pearl/Platnium ones. They are between level 52 and 65 so i suggest stop being a noob and train some real pokemon instead of chickening out to get legendaries. This would be a good team: Nidoking: Sludge Bomb, Focus Punch, Earthquake, Megahorn Charizard: Steel Wing, Wing Attack, Flamethrower, Overheat Gyarados: Dragonbreath, Surf, Ice Beam, Thunderbolt Chansey: Softboiled, Egg Bomb, Solarbeam, Metronome Alakazam: Shadow Ball, Psychic, Shadow Ball, Thunder Pidgeot: Sky Attack, Fly, Hyper Beam, Mirror Move

After defeating the Elite Four, you also have to help Celio complete the Network Machine on One Island, in order to be allowed into the Cerulean Cave.
To complete the Network Machine:
- go to One Island
- agree that you will help Celio complete the Network Machine
- go to Mt Ember to eavesdrop on the Team Rocket members, and learn their first password
- fight the Rocket members, go into the cave, and retrieve the Ruby
- give Celio the Ruby, trade your Tri-Pass for the Rainbow Pass
- get HM 07 (Waterfall) in Icefall Cave on Four Island
- battle Team Rocket members, and they will tell you where their stolen Pokemon are
- go to Six Island's Ruin Valley, decipher the Visual Braille to get the Sapphire (a researcher will take it to the Rocket Warehouse, though)
- battle the Team Rocket members in Five Island's Rocket Warehouse
- battle and take the Sapphire from the researcher
- give the Sapphire to Celio

ok this has been answered but I have something to say to keefer heres how to get futher in the game known as life ok first thing is get one then work the rest out your self
just so everyone knows I was telling keefer to get a life but the guy who asked the question is ok pokemon is a good game I have atleast one from every generation but this question also helped me since I was stuck there

You need to colect the ruby by defeating the members of team rocket on mount ember, give it to the person working on the machine, fight with loreli at icefall cave on four island, then go to six island ruins to the saphire, then back to team rockets base on five island, fight the scientist that took the saphire, and give it to the person working on the machine.

^Actually, you should grow up, little kid. In any case, you need to do stuff in the Sevii Islands before you can go into Cerulean Cave. The Sevii Islands, IMO, are the coolest part anyways...

Now you should realise that Pokemon is sooooo 1990s and realise that there must be a tear in the fabric of space time continuum somewhere in your living environs. You need to scan for tachyeon emissions and attempt re entry in to the 21st century. Then you can have a nice cup of tea and a biscuit and join the rest of sentient humanity.
