I'm in Texas but have never heard that.
There have been similar stories over many years.
I will relate one that I tend to believe was true.
In 1946-47, my brother, having been an aircraft mechanic in WW II, went to work for a Willys Jeep dealer. He was sent to the Willys factory for training.
While there, he was told of a man that had worked on a carburetor that would burn 50% gas and 50% water. He had encountered one problem. When accelerating to 40-50 MPH, control of speed was lost. The engine would rev automatically. He never solved the problem. It was said that an oil company bought him out for a million dollars. It was never introduced or heard about again.
This is the closest account that I personally know of.
Back in the late 50s or 60s, there was a show on TV and an interview with a man who was working on something similar, using water.
I saw that show.
I never again heard anything about that.
Of course, today the carburetor is passe.

Urban legend - sort of. There was one guy who claimed to have invented a 200 mpg carburetor, but nobody else ever managed to make his carb work in an independent test. Seems he was more of a fraud than anything else.
Besides which, if that guy was real, really did have a contract on him, and I ran an automotive company, I'd have paid for that guy to hide in my factory's basement. The oil companies couldn't afford a big enough bribe compared to the profits I'd make selling cars that got 100+ mpg with no other compromises.

oh no not that urban legion again John Fish and his carb that got 60 mpg on a El Camino and was quickly bought by the oil companys. All engines displace air and the proper mixing of ait to gasoline or any burning material is 14 parts air to one part fuel. That is the law.

I heard this when I was a kid in the sixties. It's a farce, tall-tale, old wives tale, take your pick.
The best one I heard was the guy whose neighbor had a car that got 100 mpg and he bragged about it to the dealer. The dealer told the factory who had the car brought in for fake service and they replaced the magical carb with a standard, low milelage one.
