If someone is convicted of Intentional Torte, what would be the penalty by civil or criminal?

When a wrong is done knowingly and intentionally to harm any body, that wrong is called Intentional Tort. As for as civil liablity is concern, it depends upon the harm caused to another person.
Criminal punishment will be given according to the Criminal Law of your country.

Actually, an international torte would be some kind of foreign fruit pie.

As someone else (I think; I haven't actually read it all) said, an international tort would be an injury that crosses borders, such as a Canadian plant that spews toxic fumes into America. Or a Norwegian refinery polluting Scottish waters. It need not be intentional; it can be negligent.

Or a guy with a gun Mexico shooting someone in America. And so on.

There have been such cases, including an interesting one where a rum-runner was shot in Canada by a US revenue agent during Prohibition. There were several kidnappings in Canada by Americans acting under color of right, and at least one recent extradition from Florida to Ontario of such a kidnapper. (But the kidnappers aren't always punished: see the Alvarez Machain case (kidnapping from Mexico).)

An intentional tort is a wrong perpetrated by one who intends to do that which the law has declared wrong as contrasted with negligence in which the tortfeasor fails to exercise that degree of care in doing what is otherwise possible. This is considered similar to “wilful tort.”
