No, it should not. that is an old myth. But if you would like to fully retract, see your doctor for some steroid cream or stretching exercises. Please never consider circumcision! see the links.

Only from the aspect that it may be uncomfortable during sex. Louis XIV had to have a dorsal slit cut in the top side of his foreskin to make it loose enough to slide during sex. You should slowly force the foreskin to retract each time you bathe. This will stretch the skin and make it looser. Usually this is a problem caused by a large glans (head). The skin will stretch if you work at it, but you may get stretchmarks in the foreskin from this stretching. However, this should not present a problem with function.

Foreskin should move easily and loosely over the penis. A tightness may indicate an infection underneath the foreskin. It should not effect your ability to have children but you should have it checked before your only option is circumcision.

Maybe if your partner finds a tight foreskin unattractive she wont let you father her children. Also she might imagine it is dirty under there. Doctors can put a snip in it to loosen it or you can loosen it with stretching exercises.

No, but if you get excited too fast you might bleed like a virgin and tear your skin a bit. A friend's boyfriend had that happen several years ago.
