"Boiling" in this sense is evaporation from sunlight striking the water, As stated in other answers, vulcanism will cause localized boiling, where the water is heated to the boiling point and converted into steam.

1) I saw the steam

2) I smelled the "vog" (volcanic fog) with has sulphuric acid in it.

both times I was on the Big Island in Volcano National Park watching lava pour into the ocean in 1995 and earlier this year, 2006.

Ocean boils if there is a volcano eruption under it....but not whole ocean....
