Poverty is linked to lack of education not welfere programs.
The role of education in poverty eradication, in close co-operation with other social sectors, is crucial. No country has succeeded if it has not educated its people. Not only is education important in reducing poverty, it is also a key to wealth creation.

There isn't a government program or theory any where in the world that can eliminate poverty. Welfare creates permant poverty has can be shown by the example of the welfare programs in the United States. They create dependency.
The best we can hope for is a reduction of poverty by a wealthy economy. Before wealth can be distributed it has to be created. And the greatest engine for producing wealth are free people working for themselves and being allowed to keep what they have earned.
There are plenty of examples of this in Asia alone, Japan, South Korea, and Singapore. Just to name a few. A lot of India's poverty is due to their socialist system.

There is a sum total of all the wealth in a society. The wealth consists of knowledge, material resources and manpower. The material resource belong to all the community, but in the name of the State , its custody and use have gone in the hands of select few people. These people do not deem it fit and proper to pay the State the full value of the resources they draw for running industries and other business. So the state cannot give to the others their share of the worth of the resources used up by the few. Another factor is the failure of those who utilize others' manpower for services or manufacture to pay adequately for the labour or intellectual inputs. A buyers' market where 'take it or leave it " attitude prevails is unjust to the labourers. Small farmers who struggle for four or five months to raise food crops get cheated by market manipulators who pay ridiculously low prices . Eventually the farmer leaves farming and is reduced to the level of Beggar.
Unless we all resolve collectively or the State enforces a law to ensure that every resource used is proportionately compensated for , this problem of poverty will persist. cs r

While developmental economics is still a relatively new field, there has been a lot of research into "poverty traps".
These "traps" are a negative feedback loop, the smart people leave and no one left behind has the ability to create wealth/growth.

That's exactly the point to the problem... theory and not Actions...
Furthermore, the aid given is not replicable/re-producable by the poor man/women. It is like 1 time off thing...
The key point is, the aid got to teach them how to fish, and not just give them the fish.
