GREAT QUESTION!
One of the best English born managers, eclipsed only possibly by Sir Alf winning the World Cup, Brian had very successful spells at both Derby and Nottingham Forest, where he won the then European Cup. One of his prodigy's is of course Martin O'Neil now with Aston Villa. It was a tragedy to the game that Brian was neither made national team manager nor, as you rightly say, knighted. A man that understood the game and the people involved but was at the time too outspoken for the old guard at the English F.A. ........R.I.P. Cloughy,
a true football legend.

Probably for the same reason he never got the England job. He was a non-establishment figure. More controversial is why did Jock Stein not get knighted in 1967 when Alf Ramsay and Matt Busby were knighted in 1966 and 1968.

Because he rattled too many cages. But he would have made a good England manager and he deserved the chance to go out and buy a morning suit for him wear for that special honour that was never bestowed on him. Never given the chance.
Always the same in the UK people with talent are knocked down in flames. Some of those in authority cannot see beyond the pale.

The same reason why he was never offered the England job, he was simply too controversial a character and not popular enough with the FA at the time.

I think you mean Knighted m'dear. Not sure why not, but I reckon what the others have said sounds about right. He is a rather controversial figure, and if he turned down and OBE then he is not likely to get a Knighthood anytime soon!

I would say because he was too opinionated. Probably why he was never England Manager. Great club manager though, and he was not racist as mentioned above.

I think he was very much a socialist, and so I infer that he may have been anti-royalist. And knowing what a stubborn so-and-so he could be, probably would not accept one on principle.

Why should they have Knighted him?
Nottingham Forrest!
The last time they won the FA Cup Robin Hood stole it.

He didn't get knighted because he was his own person with his own way of doing things and unfortunately this wasn't greatly appreciated by most. I wish he had of been, good ol' Cloughie!!
