Take the vouchers nonchalantly, say "Thank You" and then invite your best friend with you. After all, the guy gave them to you as gift, so it is yours to dispose of in whatever manner you see fit. Maybe he was trying to send a signal or what but unless explicit, pretend you're not reading between the lines (or oversimulating, for that matter). Oh, belated Happy Birthday.

Gifts are just gifts: They do not mean necessarily anything more than an appreciation.Thank him for the movie voucher. Say you and your boy friend are very happy with the gift. Make sure everyone at work knows about this. If you do not have a boy friend/husband/partner, invite some one close, like a sister or another relative.
Alternative is to sell the vouchers and donate the money to charity.
If you do not want to take him You SHOULD NOT. And this is very important.

He obviously wants you to go with him to the movie. If you are not interested in going with him, the nicest thing you could do is to tell him thank you for the movie tickets and you and your best friend will enjoy them. This was his way of asking you to go out with him, he is obviously shy, and thought that you would be nice enough to agree to go. You could also offer to give them back to him so that he can go with someone else. Since they were a gift, I would thank him and then attend the movie with a person of my choice. I think this would mean that he likes you and he gave that to you in hopes that you would ask him to go to the movie with you .You may not like him but at least make it a point not to leave him out when you and your friends go out for lunch or what ever he might just want to be your friend but always remember that friends start first good luck
