too small according to you...to her...to her friends? at 18, female breasts still have time to develop completely, i.e. breast size at age 18 is not necessarily as large as breasts will NORMALLY get. Have patience...please do not advise your daughter to get surgical breast augmentation...too many botched surgeries have ruined women's health and their lives.
I choose to ignore the sick possibility that Philip is the Father and not an abbreviation for the Mother's name. Even if there is no Mother in the home, surely there are relatives, school nurses, physicians, etc. who are available to advise the daughter...women who are also women. there is, i suppose, the remote possibility that there is no Mother in the home and the daughter has complained repeatedly to the Father because she has been teased, or just feels insufficiently endowed for whatever reason. In that case, the Father surely ought to enlist the aid of one or more adult females in the family, school, medical community, etc. and let them speak with the daughter. it is all too easy to assume the worst about the Father, I guess.

Somewhere in your question is a hidden message...right! I'm the father of 3 daughters, and I can not even think about ever being concerned about the size of their breasts. And all 3 developed differently.

well, brest development is hormonally and geneticaly regulated. you can get that bio bust stuff but i have heard some horrific stories about those pills, they disrupt the delicate endocrine homeostasis that should exist. remember that some girls develop later than others, i hope you at least have a healthy pair! oh my god, i just realized that you her dad and not her mom, you sick freak
