Fish don't actually ever sleep...
They simply go into a resting state. The statements about a clear membrane is true, but that is usually just for protection of the eye. Humans close their eyes to block out light, fish don't need to do this because, again, they don't actually sleep...

Fish, unlike humans, doesn't have eyelids. So even if they're asleep, they'll look like they're awake. But most fish sleep on the bottom of the tank.

A lot of fish don't really sleep they rest. Accept for my Clown Loach I swear he goes fully to sleep lays on his side on the bottom and looks dead.

Fish sleep with them closed they have a clear membrane kind of like an eyelid that closes.

so they can watch out for the bigger fish that might try to eat them while their at rest.... It is a big fish eat little fish kinda world!

i dont like all these sea animals...so i never took interest in them... :P
but now...if i come to think of it...i feel they must be sleeping with eyes open....

Because they have no Eye Lids. Only a thin Memberane is cover their eyes.
