It is fundamentally a mixture. It could be defined a solution (of gases in gas), somehow, since it is a homogeneous mixture. It is not a suspension/colloid (no Tyndall effect).

its a mixture, in between homogenous and heterogenous mixture...
a colloid to be exact...

air is made up of mostly different gasses and some solids, dust to be exact.
this is why u see this that are not completely shone by light...
light disperses in air, so adjacent objects are also illuminated. Tyndall Effect.
