IMHO, this is a question that should have the answer "little difference". Unfortunately, in the real world, the differences are the involvement that the engineer has, the knowledge of design and analysis as well as skill in coding. Most "programmers" these days are being sent through schools rapidly or learning on their own or a combination of the two. This doesn't allow a programmer the understanding of the more basic software or firmware design issues or the constraints of various platforms. This is not because the programmer is less intelligent, but simply not as thoroughly trained and experienced. It will likely come down to that and a matter of salary. The greater responsibility in any organization that employs both will likely fall to the software engineer. On the lighter side, it is well to remember that trash collectors are now referred to as "sanitation engineers". It's not really the title you have, but rather the knowledge and ability you bring to bear that will determine your worth in any arena.
