hi,i recommand you to use firefox with Google toolbar. which enable you to edit which site to block or not as you wish.
besides, firefox can block any any poppus and disable any virus and adware, spyware on webpage, so, firefox is much safer than IE. as you know, most of the virus is spread throught internet and webpage.
firefox is much smaller than IE, so i run faster than IE.
download firefox for free:

Definately sounds like you've got some spyware on the system. I'd recommend getting some of the combination virus-/spyware-blocking software.
As for blocking a website, two possible solutions. Blocking it at a firewall level is possible, assuming you've got one. Another way is to go into your Windows directory, into the system32\drivers\etc\ directory, and edit the hosts file. You'll want to put in an entry for the website, using the 127.0.0.1 address the hosts file shows for the localhost. Essentially, this will tell your computer to talk to itself when it tries to go with that site, as opposed to loading the real site. It's a bit of a kludge, but it'll block the site from loading.

your router should have a block list with maybe slots for 10 websites or so. If you want to get a little more technical, you could go with a separate hardware firewall in front of your router that periodically downloads a internet blacklist (IBL) from some free site so it blocks everything in the blacklist. That would be a relatively foolproof way unless your kids figure out how to access the firewall and understand how an IBL works. This way also means you don't have to do anything to keep it updated.

You have what is known as adware on your computer. It is a Malware program that cause these popups. You get the programs by making download and not reading the EULA. These adware companies pay sites to ad there adware to the program to be downloaded. A good example of this is Dell Computers. They are paid to add a spyware toolbar to all new computers. If you don't want it you have to pay Dell $49.95 for the instructions to remove it.
These adware programs can be annoying to remove if not done using the proper procedure. They hide parts of the program in hidden file that a removal program cannot scan in normal mode or safe mode. These hidden files must be opened to allow a scan and removal. Go here and follow this procedure and use the programs she lists. Use all of them. Since you have adware, you might have other infections.
