You may have a faulty speed senzor. Check it and replace it...

Probably a vaccum leak or the EGR valve. To find out if it's egr, disconnect the vaccum line going to it and plug this vaccum line with a screw. If it fixes it, leave it that way. EGR valves are a waste of resources. There's no real need for them at all. Part of emissions. Of course they don't help any. But I really think when you check your vaccum lines you will find that they are solid as a rock rather than flexible like they should be. You'll probably find several that are cracked and leaking.
