Normally that the owner (and normally one of more of their friends as well) got totally 'sloshed' the night before and decided it would be funny if they threw trainers over a lamp post. At this time several moments of drunken revelry ensue where they compete as to who can get their shoes over the lamp post first... The thing is, when they have gotten their shoes up there, they then realise they cant get them down because they are too drunk to climb up after them... And they don't want to go back during daylight hours because it just shows anyone watching that they are an idiot! ;-)

it usually means a couple of fellas have been out on the tear and grabbed the mate and took his trainers off and hoiked them onto the lampost for a joke. if there was a signal for drug dealers using a visible sign im sure the cops would know about it by now. the usual sign for drug dealers is a fella standing on the pavement with an empty coke tin at his feet or a few yards away.
