Why can't I download attachments that come with my hotmail account. I know they are genuine and safe?

But I get an error message that says 'the site cannot be accessed to open the attachment' how can I overcome this.

That might be a problem of internet explorer,
if u r using internet explorer, try another browse like opera, or mozilla, Netscape etc.
