You probably mean "legal resident", since a resident is someone who resides in a place, and that can be a citizen or a "legal resident", or even an illegal resident.
A legal resident has the legal right to live in, and work in, a country. The same as a citizen, but the citizen a) has sworn allegiance to the country b) can vote in the elections of the country and c) receives the protection of the country afforded to all its citizens.(eg in the case of foreign strife, or even domestic problems), which a legal resident does not receive.

To give u an example,I live in Australia, and I know someone who is Malaysian. She has a Malaysian passport and has received permanent resident status in Australia, but she is not an Australian citizen-ie she only resides here. She has the option to be naturalised and then would be considered an Australian citizen. You can reside in a country without being a citizen.

Citizen has right to vote for the governmental set up whereas resident is a simple resident in a specific country. I believe in borderless world. In its original shape when God made the earth it was free from all borders, caste, color and creeds
