Get him a ride on car like the little tikes handle haulers haul & ride. Sit him on the vehicle and he should have fun pushing the buttons and hearing the engine and horn sounds.

My daughter who is also 9 months old likes to learn new things.

Im currently teaching her the clicking of the tounge. She just learned how to wave bye bye and says bye bye (not so clear but in her way.) I have also started counting to 5 on my fingers and when I get to 5 I wave my hand around. Im also teaching her how to throw her arms up when shes excited.

Another thing her 2 year old brother is teaching her is to dance when she hears music.
Its all about stimulating there brain. Figure out if he attracked to noise, colors, music, objects, shapes, etc and start teaching him from those things.

Teach him sign language. There are books and videos out there on baby signing. Our PBS station shows a kid's show on sign language on Sunday mornings.

Sing to him. Help him stand and dance. Hold him and dance around with him. Put him in a doorway jumper and dance with him.

Play peek-a-boo and "this little piggy" with him.

Play pattycake with him.
