the sewing machine is all threaded correctly, 100 times over but i can't pick up the bobbin thread, can't say how many times i have tried. It is a portable lockstitch machine wih a small blck bobbin case which has to placed correctly. I believe i am doing this without any joy

Make sure you have put the bobbin in the bobbin case the right way round. It may sound stupid but the thread should come from the bobbin into the bobbin case without 'coming back' on itself. Try turning it round. Good luck.

If the previous answer didnt solve your problem, then the timing maybe off... for that, you'll need to look at the service manual for your particular model. Ive adjusted the timing on industrial sewing machines, and can tell you, it makes a big difference, if it is off by even a little.
