What you mean is WINE, a compatibility layer with the help of which you can execute Windows applications under Linux. I'd only use it for apps you really cannot live without and otherwise look for native Linux applications though, since setting up WINE so that it works with all the apps you need can be a daunting task even for an experienced user.
