Receiving calls on personal cellphones while in the factory leads to loss in production. I want to control that. How to do it?

You can't legally do it without their consent unless you make a company policy requiring that all cell phones are prohibited and if anyone is found using one then they will be warned and then eventually let go. They have to sign this consent paper or leave and not be employed there any longer.
If they are concerned with receiving emergency calls tell them to leave your office number, or a secretary's office number with family to contact them via the service so if it's important enough someone can get through to them, otherwise all other calls are unnecessary and a great distraction, etc.

I would even hold a meeting discussing this (they shouldn't be allowed to discuss it or they'd argue with you. You tell them the rules and that's it).

the best way is discuss this matter with the high authority 1st, then discuss this matter with all ur employees, and see what theire feed back is, as sometime this can creat a big problem especially if there are kids and aged people at home. tell them they are not allowed to have personal calls unless it is really very urgen, which can be up 3calls a day. collect all the mobile phone and keep it in somebodys custody so that if there are calls then the person in charge can attend the phone and take the message and give it to the employees. thats the best or strickly say no personal calls allowed which is not advisabel.

I used to work in the HR Dept of a large international company that has hundreds of retail outlets. It's their Company policy that the use of mobile phones is strictly forbidden in the workplace and this includes taking the mobile onto the shopfloor. This rule is included in the Employees Handbook, which constitutes part of the Contract of Employment and to contravene that rule leads to disciplinary action. Could you not follow this procedure? You don't pay your staff to take or make private phone calls; they can do this in their lunchbreak. In the case of an emergency, their relatives can ring your Company number to give a message.

You can get a cell phone jamming device - but they can damage the person's phone. I would make sure that you have a stated policy that employee's can receiver personal calls during work hours.

Easy, dock their Pay! If it's later proven to have been an "emergency" then fine, you can deal with that when that reality is proven by the offending party but...if you threaten to DOCK someone's pay, I am Sure you will have made your point quite clearly without any use of force...EVERYONE likes to take home as full of a paycheck as possible

Simple and cost effective way is .. Have a wee Team Briefing and tell them ( oh! better let any Union reps in on it before hand )
No mobiles while working... a new working practice rule... verbal warning - written warning ... Reason to Urge... Sack them if they don't stop it..

Instead of using a blocking device, you may ask them to deposit the cellphones before proceeding to work.

I work in a factory. last year the plant manager flat out said no cell phones..If we get caught we get fired no kidding fired. they say it is a security threat and a safty hazzard. you are the boss you need to say no calls during work hours. tell them to keep them in their lockers or in a lunch bag.
