When my son was born (1983) he had a skin tag on his face. Before my son left the hospital, the doctor gently tied a thread around the base of the skin tag, as close to the surface of my son's face as possible. He tied it tightly enough to not fall off, but not so tight as to break the skin or hurt. Gradually, this cut off the blood supply to the skin tag. A few days later, the skin tag had started to shrivel, and the thread was loose. We took him in and the doctor removed the thread, and tied a new thread around the skin tag again. Eventually (1-2 weeks?) the skin tag fell off on its own. My son is now 22, and nobody can tell where the skin tag was! :)
My husband had a similar skin tag on his face too. After seeing how it worked for our son, he had me do the same on him. Within a couple of weeks, his skin tag fell off of his face too. So a doctor doesn't neccesarily need to do it, but with an infant, it would probably be best to be safe.
DO NOT cut a skin tag, not with a razor or scissors or anything else. You have no way to know if there is a blood vessel or a nerve in there. All it takes is one blood vessel to cause bleeding, or one nerve to cause pain. Also, breaking the skin can easily lead to infection. You DO NOT want to be responsible for accidentally hurting your baby. Handling medical situations the wrong way could even lead to being investigated for neglect or abuse. :(

Take one of your hairs (if it is long enough and clean) then tie it around the base of the skin tag tightly (but don't break the hair) . . .leave it alone and it should stop the blood supply, turn into sort of a scab and fall off harmlessly. Watch it daily in case you tied it too tight and broke the skin. This can cause an infection. . .so DON'T break the skin. You can bathe the baby as usual. A skin tag has no nerve endings, so it will not cause pain. Just be sure it is a skin tag.
A doctor can snip it off during a regular visit. The above method is from a Home Remedy book

I would let a dermatologist do it
but:
If you really want to remove it i found this article on yahoo:
Skin tags can be irritating and unattractive, especially when they seem to pop up continuously. Making frequent trips to a physician to remove skin tags can be just as irritating. Fortunately, there are a few different ways that you can remove skin tags from the comfort of your own home.
Before you attempt to remove skin tags, you should be completely certain that you are in fact dealing with skin tags, rather than a more serious growth. A skin tag is very small and grows slowly, never reaching a size greater than ½ inch (1.27cm). The skin tag may appear to be a flap of skin or a small round mass attached to the skin by a peduncle or stalk. The skin tag should be soft and movable, with a pigmentation that is similar to the rest of your skin or slightly darker.
Once you have established what you are dealing with, you can begin to remove skin tags. One way to do this is to tie a piece of thread or dental floss tightly around the base of the skin tag. Then, with thoroughly cleaned sharp scissors or a nail clipper, cut the skin tag off above the material that you tied around the base. Make sure that after you remove skin tags, you keep the areas clean with peroxide or antibacterial ointment until they are healed. This procedure is relatively painless and similar to the procedure that a doctor may perform. A skin tag should not appear again on the same site, but if it does, you should consult a physician.
Another method to remove skin tags that does not yield immediate results, but is far less intrusive, involves creating a mixture of castor oil and baking soda. Mix these two ingredients together to form a thick paste and apply it frequently, several times a day, to remove skin tags. Eventually, within two weeks, the skin tags will dry up and disappear.
Some people remove skin tags at home by applying solutions designed for wart removal. Some people find these products more effective to remove skin tags than to remove warts. There are also many over-the-counter products that are specifically designed to remove skin tags at home, but they are not as efficient as removing the skin tags simply by cutting them off.

What you need to do is get yourself some bleach, pumice, sea salt, phosphoric acid, and a lemon wedge. You start off by gently washing the area and be sure it is dry. Then gently apply the lemon juice - just a squeeze or two - DO NOT OVER DO IT - THIS IS VERY IMPORTANT. Now take the bleach and apply to the affected area with a q tip and 3 drops of phosphorous acid. Gently rub the pumice until the tags are gone.

If needed, skin tags can be snipped off with a scissors or removed with electrical current (electrodessication) in your dermatologist's office.
It is generally not recommended that you remove skin tags yourself because of the increased risk of infection and excessive bleeding. In addition, other skin growths — such as moles, keratoses, hemagiomas and pyogenic granulomas — can resemble skin tags and should only be removed by a doctor.
