Life Is Beautiful is the BEST! It's a powerful, dramatic Romantic story. (And to make it even more Romantic the leading lady and gent are played by a Real Husband and wife!)
Of course 2nd best runners up: The Notebook and Titanic.
There are a huge list of other Romantic Movies...some comedies that could have vied for first place but do not have that life-changing feeling once the story is over as do the 3 listed above.

Definitely, The Notebook. That was the sweetest movie I've ever seen.
A Walk to Remember with Mandy Moore comes in at a close second.
