LOTS. Im not sure on the precise figure, but its more than nearly anybody can afford, hence why private bills are so rare. I think the best way for you to introduce a bill is to go speak to your local MP. He would be able to start a private members bill (I'm not sure if costs still insue on a PM's bill) which is a bill started by anybody in the house except the government. In reality though, unless the bill is really needed and highly called for, it will get voted down by the government simply because of political differences. If your local MP is of labour, then they would be able to get the party to adopt the bill and make a public bill which stands a much better chance of succeeding

That depends on who makes it. It Republicans make a law, it costs Trillions of dollars. If Democrats make a law, it only costs Billions.
