Melanin is the substance which gives skin its natural protection from the damaging effects of sunlight. Light skin has less of it, and so less protection.
Also the use of sun tan lotion has to bear a lot of responsibility - People go out in the sun with the lotion on, thinking they're safe, whereas in fact none of the manufacturers claim that their products prevent or limit skin cancer, because there's no evidence that they do, so people are getting lulled into a false sense of security and getting massively more exposure to sunlight than they would if they avoided using sun lotion and got a natural, gradual tan instead.

Melanin is the body's natural defense to UV rays. Lighter skinned people have less melanin and so have a lowed defense to UV rays thus making them more prone to skin cander. Darker skinned people have more melanin and so are better protected. However, it's important to remember that melanin these days needs a lot of backup so always apply sunscreen before going into the sun!
hope i helped

People with darker skin have more melanin. The melanin in the skin helps the body expel excess energy from further ultraviolet exposure. The excess energy can cause harm but, with the aid of melanin, this is removed from the body in the form of heat. The melanin can also deactivate the free radicals, which are infamous for their destructive action on the body.

The lighter the skin, the more sensitive. Darker skin is thicker and almost seals the skin to protect it from dangerous UV rays.

People with lighter skin are more likely to burn. Sunburns are thought to increase your risk of skin cancer, especially melanoma.
