there may be many reasons for this :
1. most developing countries have a high population growth rate, and so teh real per capita income is low
2. low literacy levels, and so less skilled labour

The statement is true, particularly of developing countries in Africa.

Most governments in Africa are responsible for the failure of economic development. The reasons for lack of development are:

- Government head corruption - Most heads of government have misappropriated wealth that should have been spent on development. According to the Blair report on Africa if the stolen money were recovered Africa's debt to the IMF would be halved. Prime examples of corruption are:
Zaire now the Democratic Republic of the Congo.
Robert Mugabe of Zimbabwe
Ghana
Zambia - Frederick Chiluba
Yasser Arafat of Palestine
The Central African Republic - previously the Central African Empire
Swaziland - the king is the executive ruler and he has a harem to support

- Implementation of socialist economic systems that strangle the economy.
Tanzania
Zambia

- Racism/ tribalism/religious differences
Rwanda - The Hutu and the Tutsi conflicts have destroyed the economy
Uganda - Idi Amin drove the Asians and the whites out of the country and confiscated their wealth.
Zimbabwe - The massacre of the Matabele by the 5th brigade after independence and sustained anti-white actions have reduced the expertise of the country
South Africa - the ongoing Zulu Xhosa conflicts in Kwa Zulu Natal are draining the economy. Racist legislation is driving whites from the country
Nigeria - The country is split between two judicial systems with Sharia (Muslim law) in the North and Legislative law in the South

- Government attacks on the judiciary that weakens the constitution and scares of investors and promotes inefficiency and corruption.

it's a case to case basis. but as implied, it only means, they're strategies are to weak and their programmes geared towards the wrong turn. programmes and strategies often should be long range and if the adapted plan takes to long for the wheel to turn or for it to take -off, then something is wrong with its lay-out... better do a gradual change in such a lay-out for the better and not stand still to watch it go down the drain...

oh my, this is going to be at least 10 pages for you
some of the reasons;
widespread corruption, misused of natural ressources or the lack of it, on going tribal warfare?...to name a few
select 2 or 3 countries of differnt geographical areas, say one in south east asia, one in Africa, for your examples....
