Before you assume the worst, you need to get the vehicle scanned for codes. When the transmission remains in 2nd gear, it's in limp mode. Disconnecting the battery will clear the code, but it's NOT the fix. Also, disconnecting your battery will reset all the adaptive memories and your radio presets !!! I'd suggest not doing it, because your problem WILL re occur. The computer has sensed a problem with the transmission and put it in limp mode. They are many causes for this, from a simple speed senor, to major internal problems. I'd suggest having a professional look at it !!!! A reputable shop will scan it for codes, explain what they mean and the procedure to fix this problem.

It could be a few things...
First...can you shift it in to Reverse? Could be a linkage problem ( not uncommon on Dodge) that would run you about 200 to have fixed.
Second...Check the fluid level...it could resolve the hard shifting problem but if you do find the fluid low it could have been that way for a while. If it has been that way its possible an internal clutch in the trasmission is stuck. Repair bill on that could run over 1k since most transmission shops will tell you you'll have to do a rebuild to fix it. You might also be able to find a used trasmission from a junk yard and have it installed for about 300-400 total.
third...could be a bad sensor...but I think it's unlikely unless you live in a cold damp climate ( Like Maritime Canada or UpState NY). A sensor wouldn't cause the hard shift but could cause the 2nd gear hang. If it is a sensor, figure on about 100 in parts and another 200 in labour to have replaced.

my educated guess would be number two. Sure hope I'm wrong though. I've had bad luck and experience with transmission shops in the past.

the problem is there are too many sensors on those cars it may not even be the transmission at all it could be the motor or a sensor . the onboard computer in the car senses a problem and put it into (limp mode) so you dont tear something up and it will only let it run so fast just enough to get it to a shop. try taking off the positive battery cable (the red one) for about 3 minuts it will reset the computer and then hook it back up and try it again if it still does it take it to a garage or something like auto zone or any parts place and the have a diagnostic computer the can read your cars computer and tell you whats wrong thay dont charge for this because they make their money on the part or parts you buy .. good luck hope that helps.

Check the trans fluid if it is low it won't shift, it could also be the bands in the transmission. If the fluid is full, take it to the shop. It could be something as simple as a sensor being out.
