Won't play means you can't hear any sound or is the tape not moving at all? The tape consists of abrasive tape that moves across the head in the same manner as an ordinary tape. The abrasive particles on the head cleaner tape clean the head. Unless the tape moves, it won't clean the head. Pressing the record button in not necessary as the same head is used for recording as well as playback in most tape decks unless it is a professional deck.

No. Check the reel of the tape cleaner, it is possible that the reel is stuck up. If the problem persists, put another tape and see if it will play. If it doesn't, then the player itself has a mechanical problem.

You should not have to press record to make it clean, at least not on the instructions for this type of cassette-based cleaner that I have used. I only use those type of cleaners if I cannot use cotton swabs.
