I dunno man you sound like maybe you're from a culture that does things a little differently.....around here we don't just propose to girls as a first encounter. Maybe you mean propose like 'propose to go out' ? Because propose means ask some body's hand in marriage. You might want to throw in at least a coffee date first. : )

Patience is the key.
First try dating her for a couple of months to be sure that your feelings for her are true because it is easier to love a person from a distance than when you actually become close to a person. You also need to access if she feels the same way about you.
After then, it is OK to propose

I also dun know how to prapose... but know how to propose...
I just try find an opportunity to "date" her, just 2 of us, and I start to express my feelings... slowly...
If she is shock and shaking the head... then I know, the chance is very slim...

just walk up to her and start talking and ask her what some of her planes are or what she like to do as for fun.and take her out on the town.
