Past tense are the actions happened in the past on a definite time.

example: It rained yesterday.

While present perfect tense are actions started from the past and completed in the present time. Action happened in an indefinite time. We usually add "have" + the past participle of the verb.

present perfect tence means the action which has completed just now for ex-she has sung a song
