in pokemon emerald where do i have to find the key to the 8th gym?

In Emerald, you're going to have to complete the Kyogre/Groudon/Rayquaza quest before the Sootopolis Gym will open. To complete it, you'll have to go to the Sky Pillar and awaken Rayquaza, who will calm both Kyogre and Groudon and send them to the Marine and Terra Caves, respectively.

Be mindful that when you go to Sky Pillar to wake Rayquaza you won't need the Mach Bike to navigate the cracked floor. If you go back after the Kyogre/Groudon quest, the cracks will have appeared and you will need the Mach Bike to climb to the top of Sky Pillar to catch Rayquaza.

Also, in order to catch both Kyogre and Groudon, you'll first need to defeat the Elite Four. Once you've saved the game, go to the Weather Center and there are two scientists, each of whom will indicate either a rainy or sunny patch along specific routes. If you go to that route and search, you'll find either a cave in the side of a hill or mountain (Terra Cave) where you can catch Groudon; or along a water route you'll find a place where you can Dive, which will take you to the Marine Cave where you can catch Kyogre. Be aware, all three of the Legendary Pokemon will be at level 70.
