The Reason is the site owner Detected My Ip and Said that you are from out side US.May be it will work if you are from us

Vongo should be safe. Just remember, if a little box pops up that says you are connecting to a secure web site you are probably OK. If you have anti-virus or spy ware programs make sure the Antiphising is activated. The usual way people get credit card numbers is through phising. The site should explain the security of their payments.

If the site says they are secure and when you are about to enter your information so it will have a little lock on the bottom of your browser.

Well, I haven't use that one before, but if its ecommerce, just try looking for a digital certificate, plus, its safer to give your credit card number at e commerce site than on a restaurant.
