If you are speaking about terrorist actions which involve any of the following: beheadings, suicide bombings, car bombings, plane bombings/hijackings/kamikaze attacks, forced conversions of people to Islam or some other religion, Katyusha rocket attacks, hit and run gunnings of politicians and civilians, snipings of funeral processions, roadside bombings, kidnapping for ransom,... one can say virtually 98.0+/-% are executed by Islamic terrorists (who claim to fight for Islam). the remaining 2+/-% are usually by "freedom fighter organizations" which have nothing to do with Islam, like the Tamil Tigers and the Maoist rebellions in South/Southeast Asia.

I had to read your question twice. Surely you mean what percentage of terrorist attacks are carried out by the USA???
