1.There are rights, (free speech, the right to bear arms, the right of a jury trial before one's peers, etc.)
2. limits on the powers of the central government.

And if we can identify the freest, can we identify the least free?
1. the most laws
2. the greatest percentage of its population in jail (like Russia, the Union of South Africa, Iraq, Iran, and Afghanistan?)

While I am unable to identify the freest country on earth, it is clear that your metrics for choosing the least free are flawed.

Greater number of laws does not mean greater restrictions on freedom. On the contrary, it may well indicate greater granularity only.

Highest percentage of population in jail could indicate greatest freedom as people test the limits of what their freedom are. In a more liberal, free environment, for example, there are bound to be greater violations of drug laws.

Better metrics could be least rights, least avenues of recourse, higher taxes (an indirect indicator of larger government control), etc.

Politically Free: Netherlands, Iceland, Denmark, Canada
Economically Free: Hong Kong, Ireland, Singapore

Least Free: North Korea, Zimbabwe, Iran, Cuba, Venezuela

We all know why the US is not on the bottom. But why isn't in the top?

Politically: Gay rights ranking is tragically low, Current administration policies decrease the ranking with the centralized power of the government to surveil its subjects.

Economically: The government is spending way too much and health care costs are far too much of GDP.

Interestingly enough, while looking at some stuff on this question, I found out the Botswana has seen it's GDP per capita rise to over $11,000 from a previous low in the 80's of $590. It ranks in the top 30 in economic freedoms - a full 20 spots ahead of any other African nation. Remarkable growth for a sub-Saharan African nation. Kudos to you Botswana!

Sincerely, it is INDIA. Because:

Free speech: Yes

Right to bear arms: Yes, but not many

Right of a jury tiral: No

But, most laws: Yes
and the greatest %age in jail: No

It is a most free country, and so our neighbours send their extra populace to this country. You can do any terrorist act and go scot free, with the government not doing any thing to punish even those unlucky one who get arrested.

That's a difficult question to answer, but I'd pick one of the western European countries. I think they've effectively surpassed the US in that category.

The least? Probably North Korea.
