Most people think that this a new word that has come into use since 2004, however I was used to hearing the word some 40 years ago when playing with local gypsy children, I beleive that the word Chav means Child or Kid and would have had Romany roots, I have had a dig around and this web page may be of use to you

Both the meaning of the word and the origin of it is disputed, so you can safely guess that they meaning has changed or been modified over the years.
