1. the black paint is to cut the glare in your eye and to be able to pay attention to the game.
2. licking their fingers gives them a better grip on the ball and reduces the chance of a fumble or a bad pass.

1. it reduces glare from the sun, you see a natural adaptation to this effect in cheetahs which have that long black stripe under their eyes for the same reason

I can't see any practical reason for the paint, other than to look more manacing. Licking your fingers, however, may make them more sticky so its easier to hold onto the ball.
