Basically buy the cheapest PC that will do what you want. Almost anything will do if you do not want to play 3D games smoothly or edit large -particularly movie - files.
The display needs to be good and as large as possible, a 19" TFT is about right both for use and price.
Downloading stuff from the web needs the best connection available in your area. Download speeds are generally well below the speed a computer can handle them.
Think about a laptop for convenience as they tend to have much the same performace now as a desktop.

if you are going to use photoshop then you will need a fast processor, definitely Pentium 4 and higher. I have Pentium D dual processor bought it early this year from HP, it is HP media center and works extremely fast. with the 17" LCD display, beautiful graphics. I don't think the Celeron is fast enough. Look for deals on the Pentium 4 computers, there are always great sales on those

Buy Intel Pentium IV 2.8GB or More
Ram- 512 Ok
Hard disk - 40, 60, 80 ok
VGA - 64 or 128. 512 is best
Mother board Intel is good
Others just Normal

Celeron : anything more than 1.7 GHz will be fine.
RAM : 256 DDR is more than enough
Hard Disk : more than 80 Gb will do. preferably 120Gb
decent monitor. 17 inch or bigger.
optical mouse + good keyboard.
Combo Drive. (DVD reader + CD writer)
this config should get you going.

for what your needs appear to be, that is overkill.
As for the price, I can only relate in US$. But perhaps something less powerful would definitely produce a better price.

you might be able to get a better deal if you build it yourself, or, if you don't think you'll be able to, find a poor nerd, a have him build it for you.

it's ok... but your download experience depends on your connection... make sure it has a ethernet port, and get DSL or cable service.
