It's not advisable to wax as women's facial hair is usually very fine and hence will break if you try to wax it.
There is a method called "threading", which only skilled Indian or Chinese women know how to do, you can try going down to your local Chinatown or Little India and finding a boutique which specialises in it. It's very cheap (about $5 for upper lip etc) and fast and painless. They will use a piece of thread to sweep your face which is very efficient in removing all the fine hair without any breakage.

Plucking (tweezing), Shaving, Depilatory creams and Waxing are temporary hair removal methods.
Waxing usually lasts for 3 weeks, but it is painful.
Electrolysis and laser hair removal are "permanent" hair removal methods but are expensive and you have to find a trained professional, otherwise your skin could be damaged.

I'm with oleblueeyes. Don't go to a salon, too pricey! Just get the Sally Hansen wax strips at the drugstore. Use in the evening before going to bed because your skin will be red and is impossible to cover, even with foundation.

dont wax...wax pulls your skin and in mean time when you reach 30's u already have saggy skin...try threading i am a hairdresser and beautician i usually do that for my clients and its not that painful in matter of time you will get rid of it plus remember to wax it first time when you start removing it with the thread as its less painful and tell them to massage u alot with ice on ur face so you dont get rashes as it might be your first time..i have tried doing it and trust me it really even work for me... All the best

Threading is cool. But it cant last long. My sister is a big fan for threading. She always thread her eyebrow. I don't agree that its not painful. It does, a little on the first few occasions. But once you regularly thread your facial hair, you'll get the hang of it... Not so painful anymore. Well, I guess, go to your doctor to find out the best solution. :D

Some options are electrolosis, laser therapy, depilatories, waxing, and there are a few prescription medicines from a dermatologist.

you can either bleach it and that makes the hair lighter and less visible or get laser hair removal which burns the hair follicle so it doesn't grow back

Three words: Wax, Baby, Wax!
Seriously, it doesn't hurt and it lasts up to 6 weeks.
