i have a friend that went through 3 ujoints in 2 months he thought the assembly grease was sufficiant

Not so much a dust cover as it is a debris deflector, and it also helps to retain the grease and separate the moisture that can collect at the taper/center link connection.

look at the paper inside of the box your part came in or call the parts store and get your true and quick answer solved.it will not hurt anything to just leave it if you get the nut tight

yeah its so that the grease stays in the idler just make sure you grease the **** out it every 3k or so it a bad steering design...
