Can I fix the seats in a semi truck or do I need to get the whole thing replaced? The seat moves from side to side really bad.

I am guessing that these are air seats in a truck/tractor with lots of miles.
Yes sometimes they can be repaired, but as a general rule, unless you have some pretty good equipment, decent mechanical skills and a fair amount of time, repairs probably won't be satisfactory.
Most likely you will need to either fabricate some bushings, or you will need to weld up some holes that have been beat out.
I can't see what you are dealing with or which design (Bostrom, Ankor, American Seating etc.) but maybe you can remove the pivot rods and drill out the holes and use a larger diameter rod.
It will most likely be better if you just bite the bullet and pony up for a couple of seats.
If you keep your eye open, sometimes the truck parts houses will have a clearance, or they may have something ordered for someone else and were never purchased. (Pronounce this CLEARANCE).
