First you need to set up a list of questions that will make each person spell out their strengths. you cant manage resources until you know what they are. You can even have a group project to have the group help determine the strengths of each member.
Collect and evaluate these questionnaires and create a list of people in the group, company or what ever, and combine people with similar skills.
Assign the person or group to perform tasks that will best utilize there skills.
Any collage level Personnel Management text book should have much more on any of these topics, your local library should have something. Don't worry that it is college level you don't have to memorize it is just a resource for your paper.

i personally would write it about signs of stealing in the work place because i have encountered this situation when i worked as assistant manager at a large store chain....if thats too hard to think about i would write it about the better ways to serve customers with employee inssues...idk it just things that i have encountered
