Draw numbers out of a hat. That's the only fair way.
The person that draws #1 gets 2 tickets to a 1st round game and 2 tickets to a 2nd round game.
The person that gets #2 also gets 2 ~ 1st round and 2~ 2nd round tickets.
The person that gets #3 gets 2 tix to a 1st round game.
The people that get #s 4 thru 6 get 2 tix to a World Series game.
The people that get #s 7 & 8 gets 2 tix to a 2nd round game.
Good Luck, man! Hope you don't end up with a bloody nose!
If some people are married, they still get to choose individually. So if they end up with 4 pairs of tickets because they just happened to get numbers 1 & 2, it's still fair .
Everyone had the same odds of drawing either #1 or #2 from the hat.

The World Series tickets are the most valuable, but are also the least likely to happen, in case your team doesn't advance that far. Tell people that if they want one of the WS pairs, they CAN'T go to the Division Series or the LCS. That way people who don't get to go to the World Series might get to go to two of the early round games. The problem comes if you have more than three people who are willing to take WS tickets.
The other thing you could do is split up the pairs of tickets. You have 20 tickets total, so you could give each person two. The remaining four tickets would have to be part of some kind of random drawing. There really isn't a fair way to do this.

Scalp em. Watch em at a bar!
You can go on an elaborate, fair system like: who ever has followed the team more (gone to more games), no matter the reason, has a shot at deciding what tickets to get... or something like that. Or just pull numbres out of a hat...1 through 8. Who ever gets one, can go first at taking out the actual tickets from a closed envelope. First numbers will be able to see more games.

I would have said "just pick your favorite person and give them a pair" but since it seems that you have an equal agreement with everyone I can think of a few other options...
-duke it out (not literally) but have everyone get together and beg, barter and beg some more over all available tickets.
-Just draw straws
-Give all or some of the tickets to charity...a real one, like sick kids or a not so real one, like me :)

Well, most folks will go for the guaranteed Games 1 and 2 or Games 3, 4 or 5. I say grab the Game 6s or 7s and let the others fight it out.
Anyway, first rd. is stupid. Go for ALCS or NLCS and World Series.

I saw draw straws and let them pick. Since there are 2 left over the last two to pick get to pick again.
