If you want to start a website that contains a blog with it, then you can try going for http://www.freewebs.com (Ad free) or http://www.geocities.com (Ad supported).

If you want to start just a simple blog.. You can try signing up at http://www.wordpress.com/ or even at http://beta.blogger.com/ or http://www.blogger.com. Beta Blogger has more features that is not currently present on Blogger.com.

If you want to make your website interactive, you can use a good PHP/MySQL Portal System Script. Websites that offer free PHP/MySQL hosting are http://www.5gigs.com and http://www.100webspace.com/.

You can register a domain for $8.95 a year at GoDaddy.com and they provide free hosting and a free blog with each domain registration or renewal. I've used GoDaddy for the past three years and have been very satisfied with their service.
