No, but lead works. That's why Xray technicians wear lead aprons and photographers carry film in lead bags. So, the Xrays won't show what's inside the lead containers, but the containers will block the Xrays, and at an airport, will be inspected manually.

No. Carbon paper will not absorb or reflect/scatter X-rays. If it was so efficient you would see it or something similar used in x-ray detectors or as a coating for x-ray telescope mirrors, or for X-ray shielding (sure is lighter than lead).
