I'd have to argue for FDR. It helps that he was president for the longest tenure, but his depression era reforms and programs have been quite influential and were very productive. Add to that his leadership in WWII.

Actually, probably Lyndon Johnson.
He was in a unique situation where there was a great deal of national sympathy after Kennedy's assassination, and he was skilled at getting legislation passed.
He was able to push through items Kennedy had struggled with, like the Civil Rights Act, and then many, many more bills following for education, welfare, health care....
He called it "The Great Society" because it redefined our social care and national programs.

Thomas Jefferson - Basically wrote the way our nation works! And built Monticello.

Franklin D. Roosevelt - created many great social programs (Medicare, Social Security, etc.) under his New Deal which ended the Great Depression.

James K. Polk...Young Hickory...he doubled the size of the United States and he didn't run for re-election because he accomplished everything he promised to do in his four years.
