Go to the Chrysler dealer and get a bottle of fuel cleaner that has NAPTHA in the ingredients, it will clean your fuel system better than anything I have ever found.

Be certain the air filter is clean. Consider a low back pressure muffler that will let the engine breath easier.

I am certain the fuel cleaner alone will make some difference.

I used to have a lancer almost the same model! First make sure everything's in good shape with your engine. It's so old it may need an overhaul!

Then make sure it's tuned properly and has clean/new air filters.

If all those check out and you STILL want more zip, you can upgrade your car's exhaust system (mine was a 4-2-1 model but the 4-1 model seems to be the newest) to the latest one -- IMO, it provides the most bang for the buck. It costs much less than a turbo and doesn't tempt you to be so foot-heavy your gas consumption rises.

Still, ANYTHING you do won't do squat if your engine's shot so go back to number 1.

Is this a Dodge or Mitsubishi Lancer?

Your best bet is to fix what is wrong with it, first. It may be suffering from clogged injectors, carbon deposits or worn piston rings. Do a compression test first, and if that is all right, you might want to take the injectors out and have them rebuilt - or better yet, take a set of junkyard injectors and have them rebuilt, so you have less downtime.
